The Planning Inspectorate will determine whether a proposed residential development of 170 homes in Benson, Oxfordshire, can proceed.
South Oxfordshire District Council did not reach a decision on the planning application within the statutory period.
The developer subsequently lodged an appeal against that non-determination, transferring the case to the Planning Inspectorate.
Under the appeal process, an inspector can decide the application where a local authority has failed to determine it within the required timeframe.
The inspector will examine evidence submitted by the parties before reaching a conclusion, meaning that the final decision no longer rests with South Oxfordshire District Council.
A planning inquiry or hearing may take place during the consideration of the appeal.
Residents, Benson Parish Council and other interested parties would have an opportunity to present their views before the decision is made.
The application has attracted attention because housing proposals in Benson have previously generated concern about additional pressure on infrastructure, road traffic and local services.
Supporters of the scheme maintain that the district requires additional housing to address demand across South Oxfordshire.
If the inspector approves the plans, the scheme would provide 170 homes in the village and could influence the community’s future development.
