Planning officers have recommended approval of a 500-home development on agricultural land in Shipton-on-Cherwell, near Woodstock, Oxfordshire.
The proposal is due to be considered at a planning meeting on Thursday, November 5.
The scheme would sit next to the 254-home Park View development, which received planning approval in 2018.
Park View was submitted by Blenheim Estates, the same developer behind the new application.
In its planning statement, Blenheim Estate Homes said its approach brings established local communities together while supporting a varied population through quality housing and new development across Oxfordshire.
It described Park View, immediately west of the proposed Land East of Park View site, as an existing example of that strategy.
The developer intends to continue the wider vision there with an enhanced focus on sustainability and the climate emergency.
Almost 50 objections to the proposal have been submitted by residents and community organisations.
Objectors raised concerns about additional traffic, the cumulative effect of development in rural areas, and potential damage to Woodstock’s historic character and appearance.
They also cited increased pressure on the community centre, utilities, healthcare provision and schools, alongside what they described as insufficient measures to address those effects.
Some opponents regarded the scheme as a standalone satellite settlement.
Others warned that construction could connect Woodstock and Bladon, which currently remain physically separate.
Woodstock Town Council characterised the proposal as unsustainable and warned that it could place excessive demands on local infrastructure.
Bladon Parish Council said the project would reduce the open space separating the town of Woodstock from the village of Bladon and would represent a substantial intrusion into the countryside.
The council also identified a shortage of affordable housing.
Concerns were raised about the limited capacity at Marlborough School.
The school is close to full, and existing expansion plans are intended to accommodate children from developments already approved in Woodstock.
Bladon Parish Council said there is little scope for further enlargement to take pupils from Land East of Park View.
It warned that children from Bladon could consequently be unable to attend their designated catchment school.
Objectors also said Park View residents could face ongoing building disruption, heavier traffic, noise, light pollution and reduced privacy.
West Oxfordshire District Council, which previously approved Park View, has opposed the new 500-home proposal.
It warned that the scheme could cause significant harm to heritage assets and raised concerns about its scale and density.
Cherwell planning officers nevertheless recommended approval.
They concluded that the identified negative effects, including harm to heritage, the landscape and the countryside, did not sufficiently and demonstrably outweigh the scheme’s substantial public benefits.
