Boundary review launched for Carterton, Chipping Norton and Witney

West Oxfordshire District Council has initiated a comprehensive examination of local governance boundaries across the district.

The authority’s full council approved the commencement of a Community Governance Review during its September 16 meeting, with particular attention directed toward Carterton, Chipping Norton, and Witney.

The assessment aims to determine whether existing boundaries adequately represent expanding communities and whether current arrangements enable effective local representation.

Implementation will concentrate on these three urban centres and their surrounding rural areas, rather than encompassing the entire district.

Council Leader Andy Graham explained that communities extend beyond mere geographical demarcations.

He emphasised that residents establish homes, utilise local services, and develop strong community ties within these areas.

The leadership believes that town and parish council representation should mirror these established social connections.

As populations change and grow, the authority considers it appropriate to verify that supporting governance structures remain fit for purpose.

Many existing boundary lines trace back to historical decisions, and recent years have seen mounting requests for their reconsideration.

The review presents a chance to gather perspectives from local residents while collaborating with town and parish councils to assess whether boundaries could more accurately represent actual community areas.

Initial stages will involve inviting Carterton, Chipping Norton, and Witney town councils, along with neighbouring parish councils and parish meetings, to put forward suggestions.

Proposed modifications will be formulated drawing upon feedback from local ward members before being referred back to the full council for deliberation.

A formal public consultation will subsequently take place, permitting both residents and local organisations to submit their views prior to the formulation of final recommendations.

The evaluation will additionally address any consequent effects on town council ward structures and the total number of elected members serving affected town and parish councils.
