Network Rail has announced that Botley Road in Oxford is scheduled to fully reopen this weekend.
The route beneath the railway bridge has been inaccessible since April 2023 due to construction linked to a comprehensive improvement programme at Oxford rail station.
Traffic will be able to resume passage along Botley Road and underneath the bridge toward Frideswide Square and in the reverse direction from early Sunday morning.
According to a Network Rail representative, the thoroughfare is set to resume operations at approximately 5am to accommodate the first bus service of the day.
The pedestrian pathway adjacent to the bridge on the station side of the crossing is also anticipated to become available simultaneously, resulting in footpaths being accessible on both sides of the carriageway.
The reopening brings conclusion to a period of disruption lasting three and a half years for local residents and businesses, though uncertainty remains regarding financial commitments for a proposed western access point to the station and an additional platform.
Expenditure on the scheme thus far has exceeded £237m, yet formal confirmation of funding for the new entrance, identified as a priority objective by Network Rail, has not yet been published.
Labour city councillor Susanna Pressel acknowledged that the Government frequently takes considerable time to provide final approval for funding allocations, though she indicated confidence that approval would ultimately be granted.
Kier, the construction firm engaged by Network Rail for the Botley Road project, communicated to this publication that preliminary work on the western entrance was anticipated to commence in November.
Pressel expressed considerable relief at the imminent reopening, noting that the restored route would allow residents to return to regular commuting patterns, including bus services and cycling, which would reduce pressure on the newly constructed walkways.
She highlighted that new bus services incorporating revised routes, including connections to hospital facilities, had been introduced.
The reconstruction of junctions, footpaths and road surfacing was expected to deliver improved safety conditions for all users.
Concerns raised by certain residents regarding potential severe congestion had been addressed by council officers, who maintained that traffic conditions would not deteriorate to previous levels, particularly following the implementation of traffic filters at six locations throughout the city from September 28.
These measures will replace the existing congestion charge arrangement at those points.
Drivers travelling toward the Westgate shopping complex or Oxford station will not incur penalties from cameras positioned in Hythe Bridge Street, as these devices will not be operational for such journeys.
The traffic filters are intended to discourage drivers who previously used the city centre as a transit route.
With parking facilities at Seacourt park and ride now offering competitive pricing, increased utilisation of that site rather than extended queuing at Westgate car parking was anticipated.
Regarding the proposed western entrance and Platform 5, Pressel stated that ring-fenced funding had been allocated for this essential expansion and preliminary activities have already commenced.
A former Liberal Democrat county councillor residing in the vicinity of the station, who has maintained observation of Network Rail’s activities, noted that should both elements proceed, residents of Roger Dudman Way, Abbey Road and Cripley Road would face continued disruption over several additional years, though no firm schedule for commencement has been established.
The question of why construction of the western entrance and Platform 5 could not have proceeded during the suspension of Botley Road work remains unresolved.
Structural supports for canopies above what will become Platforms 4 and 5 have now been positioned.
Layla Moran, the Member of Parliament for Oxford West and Abingdon, has referred Network Rail’s Botley Road activities to the National Audit Office, the independent body responsible for scrutinising public expenditure.
Network Rail has been requested to provide confirmation of a timetable for the western entrance project and verification that necessary funding has been secured.
