A formal ruling on the circumstances surrounding a fatality that prompted a major emergency service operation at a waterwayside parking facility in Oxfordshire is anticipated shortly.
Coroner Nicholas Graham has scheduled an inquest to determine the circumstances of the death of Alexander Collins.
The 57-year-old construction worker resided in Didcot and was discovered at Culham Lock Car Park in Abingdon on the bank holiday in early April.
The judicial review will commence at 2pm on September 21 at Oxfordshire Coroner’s Court, where Mr Graham will deliver his determination.
Officers established that the individual was located inside a motor vehicle rather than submerged in water.
A dark-coloured sports utility vehicle was subsequently removed from the location.
Emergency services received notification at approximately 4:35am.
Shortly after 5am, a South Central Ambulance Service emergency medic, Madeleine Andrew, pronounced the individual deceased at the scene.
A Culham resident who requested anonymity described observing what she called a frightening display of emergency personnel in an otherwise tranquil community.
She noted that numerous residents had gathered to observe proceedings, while the lock keeper was visible with his head in his hands.
The resident observed that the location served as a cherished recreational space for daily walks, and the incident had instilled reluctance to visit the area due to safety concerns.
She indicated that her teenage sibling had experienced sleeplessness after witnessing the situation unfold.
She further noted that the scene remained fully observable during her approach, with officers stationed throughout the perimeter.
While acknowledging that such deployments constituted routine work for emergency services, she emphasised that residents of a village like Culham rarely encounter such significant incidents.
Following the discovery at the parking facility, officers formally identified the body on the same date.

Proceedings were formally initiated at Oxfordshire Coroner’s Court on June 10, with the substantive hearing rescheduled for September 21.
Mr Collins entered the world on February 23, 1969, in Eccles, Greater Manchester.
He subsequently established residence in Didcot, where he pursued his trade as a carpenter.
A postmortem examination established two contributing factors to the death.
The primary cause involved combined toxicity from Mirtazapine, a medication used to treat depression, Codeine, an opioid-based painkiller, and ethanol.
The secondary factor was Ischaemic Heart Disease, a condition characterised by arterial narrowing that impedes cardiac blood supply.
This case formed part of a broader caseload before the coroner on June 10.
Such hearings are convened to examine sudden, violent, or unexplained fatalities and typically seek to establish the identity of the deceased, the location and timing of death, and the precise mechanism by which the death occurred.
