Oxford MP raises tourist tax as Thames Valley devolution deal collapses

The possibility of implementing a tourist levy has emerged during broader discussions about devolution arrangements in Oxford.

Oxford East representative Anneliese Dodds brought the matter before Parliament, highlighting that visitors contribute approximately one-sixth of all expenditure in the city’s central area.

According to Dodds, residents and business owners acknowledge the value of tourism while also recognising that it generates supplementary expenses.

She indicated that constituents have expressed support for a levy that would enhance conditions for both visitors and local populations.

Dodds additionally called upon ministers to press Oxfordshire County Council to endorse a mayoral strategic authority.

Responding to these points, local government and devolution minister Jim McMahon stated that the devolution agenda carries significant ambition, with objectives of both expanding coverage nationwide and increasing the depth of existing arrangements.

He indicated openness to additional dialogue regarding the advancement of devolution proposals.

Oxfordshire County Council rejected and terminated participation in the proposed Thames Valley devolution agreement on June 17, effectively suspending ambitions for a regional governing body.

Council leader Tim Bearder attributed responsibility for this outcome to central government ministers, asserting that they altered the conditions of the arrangement during negotiations.

Bearder explained that following extensive engagement in a process initially framed as locally-driven, ministers revoked a mayoral agreement and substituted it with a Foundation Strategic Authority offering considerably diminished powers, funding and concrete advantages for community residents.

According to Bearder, Liberal Democrat representatives echoed concerns regarding the diminished scope of the proposal, the restricted benefits accessible through the Foundation Strategic Authority model, and the degree to which local authorities retained genuine autonomy in determining their own governance structures.

Taking into account the administration’s requirement that Strategic Authorities must be established upon shared local agreement, reaching consensus among all participating councils proved ultimately unachievable.
