Oxfordshire motorist caught using phone behind wheel

A motorist has received penalty points after being caught using a mobile phone while operating a vehicle.

Elvis-Viorel Bugiugan was convicted of using a handheld device while driving along Southam Road in Banbury.

The 31-year-old was also found to have been without a seatbelt fastened during the same occurrence, which happened on August 1 last year.

He appeared recently for sentencing at High Wycombe Magistrates’ Court.

Bugiugan, residing at Denbigh Close in Banbury, was instructed to pay £600 in legal costs to the Crown Prosecution Service along with a £96 victim surcharge.

He received a fine of £241, and six penalty points were added to his driving licence.

A payment plan was arranged requiring monthly installments of £100, commencing from May 13 this year.
