Thames Valley names new counter terrorism assistant chief constable

Thames Valley Police has selected an individual to serve as the assistant chief constable overseeing counter terrorism and organized crime efforts throughout the south east region.

ACC Andrew Gould brings more than 27 years of law enforcement experience, having held positions focused primarily on organized crime and counter terrorism matters. He began his new position last week.

He joined from City of London Police, where he directed the national cybercrime team on behalf of the National Police Chief’s Council.

His responsibilities encompassed managing law enforcement responses to cybercrime across national, regional, and local dimensions. This included supervision of operational activities conducted by regional and force-level cybercrime units, as well as coordination of efforts during significant national cyber incidents.

The newly appointed assistant chief constable also directed initiatives to strengthen police capabilities regarding the dark web and cryptocurrency. He serves as Interpol’s international cybercrime specialist.

Preceding this appointment, he headed the Metropolitan Police’s cybercrime unit.

Earlier in his career, he served within the Metropolitan Police’s counter terrorism command, functioning as a CT Senior Investigating Officer and directing investigations and operations both domestically and internationally.

Following the 2013 killing of Fusilier Lee Rigby, he coordinated the search for additional network members to avert additional attacks.

Upon commencing his duties, ACC Gould stated: “Joining Thames Valley Police and leading the South East region’s Counter Terrorism and Organized Crime efforts represents a genuine honor. I anticipate collaborating with the highly skilled and committed specialist teams across the area, who I understand are working assiduously to protect residents. I am eager to begin and will maintain the robust partnerships already established with Thames Valley, Hampshire and the Isle of White, Surrey, Sussex, and Kent, alongside national partners, in our efforts to identify and stop those attempting to carry out serious organized crime or terrorist activities.
