A 25-year strategy to enhance transportation across Bicester and nearby settlements has been given the green light.

Oxfordshire County Council has endorsed the Movement and Place framework for the Bicester area, designed to boost connectivity and environmental sustainability.

Bicester is a historic market town situated in rural Oxfordshire with neighbouring villages. The area includes the popular Bicester Village retail complex and the Bicester Motion innovation hub.

Among the 114 submissions received during the public consultation running from November 3 to December 1 2025, 28 percent expressed support for the overall direction.

The strategy sets out 13 key targets and measures to establish a long-term approach to transport. These encompass developing comprehensive walking, wheeling and cycling infrastructure that serves everyone, creating a hierarchical framework for bus services, and supporting the establishment of vehicle clubs and ride-sharing initiatives.

The blueprint is anticipated to accommodate the expanding population in Bicester and surrounding villages, projected to increase by 12.6 percent to 66,100 by 2030.

Judy Roberts, Oxfordshire County Council’s cabinet member responsible for place, environment and climate action, stated that Oxfordshire is pursuing sustainable and constructive transformation by placing residents, communities and locations at the centre of decision-making. She noted that the movement and place frameworks, including the one for Bicester and its neighbouring villages, would prove fundamental to this endeavour, reflecting community requirements and ambitions while safeguarding the natural landscape and providing the housing, commercial spaces and recreational amenities that local people require and value.
