A policing initiative will address predatory conduct in Oxford as part of Freshers’ Week activities.
Thames Valley Police will direct resources toward university grounds and surrounding entertainment districts under the banner of Project Vigilant.
The programme deploys both uniformed and plain-clothes officers to monitor areas near drinking establishments and clubs, seeking to prevent predatory conduct before incidents occur.
Expanded patrols will cover zones around Oxford University and Oxford Brookes, with additional coverage extending to Reading University and Buckinghamshire New University for students originating from Oxfordshire.
Detective Inspector Laura Gregory, the operational lead, outlined that the week should provide an enjoyable experience for students free from harassment, unwelcome advances or sexual offences.
The programme seeks to detect and interrupt predatory conduct prior to criminal acts.
Officers will patrol the night-time economy, interacting with individuals displaying concerning behaviour and taking firm action when crimes are identified.
The objective is for all partygoers to feel secure.
Officers are present to safeguard individuals, prevent harm and signal clearly that those intending to victimise others will not be tolerated.
Where concerns arise, officers will engage directly with those involved and possess arrest powers as required.
The initiative has demonstrated success in locating individuals connected to criminal activity.
Between April 2025 and March 2026, more than 260 individuals across Berkshire, Buckinghamshire and Oxfordshire were flagged through Project Vigilant.
Approximately 35 percent of those identified possessed prior convictions for violent or sexual offences.
These encompassed prior instances of assault, sexual violence and additional sexual crimes.
A Thames Valley Police representative noted that violence targeting women and girls represents one of policing’s most pressing national concerns.
The representative explained that such offences constitute at least one-fifth of all recorded crimes across England and Wales, with reports of child sexual abuse and exploitation rising considerably over the past ten years.
During the year concluding in March 2023, more than one million such offences were logged nationwide, averaging nearly 3,000 occurrences daily.
For public reassurance, plain-clothes officers operate exclusively in public areas.
They do not access licensed venues during Project Vigilant deployments and consistently work in two-person teams.
Plain-clothes officers will approach members of the public only when an immediate safety risk exists or when intervening in suspicious activity.
Project Vigilant commenced in 2019 following multiple sexual assaults connected to the night-time economy.
The strategy has subsequently been taken up by upwards of 20 police forces throughout England and Wales.
