Network Rail not attending Oxford meeting on Botley Road delays

An event addressing the extended closure of a major Oxford road is scheduled to take place this evening.

The gathering will be held at Lula’s Ethiopian Restaurant on September 1st, running from 6pm to 8pm.

Originally conceived as a celebration marking the road’s reopening, the occasion will now serve as a forum to discuss ongoing delays affecting the local community.

A Network Rail senior executive and a government minister who were anticipated to attend will not be present at the function.

Among those confirmed to address attendees are Lulu Kinnaird, proprietor of the venue, and Layla Moran, the Member of Parliament representing Oxford West and Abingdon.

Transport correspondents Paul Clifton, formerly of BBC South, and Mike Pearse from ITV News Meridian are also listed to appear.

Speculation on social media platforms suggests former Oxfordshire County Council cabinet member Andrew Gant, who stepped down from his transport portfolio in May following controversy surrounding the city’s congestion charge and data irregularities, may also be in attendance.

The closure of Botley Road at the rail bridge has generated considerable public frustration since commencing on April 11, 2023.

The blockage was originally projected to last twelve months but has now persisted for approximately three and a half years.

Associated repair expenditure has escalated considerably, rising from £161 million to £237 million.

The western entrance component of the railway station scheme reportedly remains without a complete budget estimate.

Network Rail had proposed a temporary reopening between October 2023 and March 2024, though this interval did not materialise.

The infrastructure company subsequently announced the closure would persist until October 2024 without interruption.

Further postponements were communicated during 2024, attributed to unexpected technical difficulties, including the uncovering of a Victorian arch structure beneath the road in proximity to the railway bridge.

Last month, Network Rail confirmed traffic would resume on the route from Sunday, September 20.

Tim Walden, capital delivery director for the Great Western route at Network Rail, acknowledged the considerable disruption experienced by those dependent on the thoroughfare and extended an apology for the additional inconvenience caused.

He stated that while substantial work remains, the project now has a defined reopening objective and teams continue prioritising safe completion of the remaining programme.
