A man appeared before Oxford Crown Court accused of terrorising his neighbour with racial abuse and knife threats, leaving the victim fearing for his survival.

Kamil Korniluk, aged 42 and residing in Ridgefield Road, Oxford, targeted Ahmed Marweai with a sustained campaign of racial harassment that placed the victim in mortal fear.

The court heard that on June 6 this year, Korniluk, who was under the influence of alcohol, targeted Mr Marweai with racist insults.

Following this initial confrontation, Mr Marweai retreated into his flat and secured the door.

Korniluk subsequently approached the accommodation again and directed further racist abuse at the occupant.

During a third visit to the property, Mr Marweai consulted an artificial intelligence program regarding the appropriate response and was advised to contact law enforcement officers, which he subsequently did.

Upon returning to the location a fourth time, Korniluk produced a kitchen knife.

Officers attended the scene and took him into custody.

The prosecution submitted that the victim experienced genuine terror for his personal safety throughout these encounters.

On June 27, Korniluk returned to his neighbour’s residence and shouted additional racist abuse while breaching conditions of his police bail.

The following day, while present at John Radcliffe Hospital, he expressed further racist sentiments targeting Muslim and Chinese communities.

Upon arrival at police custody facilities, he directed racial remarks at a member of staff of Asian background.

During questioning by investigators, Korniluk expressed intentions to damage the United Kingdom and stated a desire to return to Poland.

In a written account of the harm suffered, Mr Marweai described the psychological consequences as severe.

He reported living with fear, distress and frustration alongside elevated stress and anxiety levels.

He indicated reluctance to venture outside his accommodation, explaining that he had relocated to Britain pursuing safety.

The court was informed that Korniluk possessed no prior criminal record.

The defence characterised him as agreeable and industrious when not affected by alcohol.

He served eight weeks in custody on remand for these offences.

Passing sentence, Mr Recorder Alexander McGregor observed that Korniluk had maintained a pattern of harassment against his neighbour over three weeks.

The judicial officer noted that the defendant had placed the victim in substantial fear for his life and sought to amplify his apprehension and suffering.

Korniluk received a twelve-month custodial sentence, suspended for eighteen months.

He was mandated to perform one hundred hours of unpaid work, undergo six months of treatment for mental health difficulties, complete six months of alcohol misuse treatment, and attend fifteen rehabilitation activity requirement sessions.

Additionally, he was ordered to contribute two hundred and fifty pounds towards legal costs.
