Oxford traffic filter trial begins September 28, replacing £5 charge

Oxford City Council will launch its traffic filter pilot programme on September 28, eliminating the previous option for motorists to pay a £5 fee to traverse the controlled zones.

The new scheme supersedes the earlier temporary congestion charge and deploys filtering barriers at six designated points throughout the city.

Implementation occurs through an Experimental Traffic Regulation Order, granting the authority powers to evaluate the initiative and assess its outcomes.

A public feedback period commences at midday on September 28 and concludes at 11.59pm on March 28, 2027.

The order may remain active for a maximum duration of eighteen months, after which determinations regarding continuation or modification will be made.

Vehicles classified as M1 category, including cars and motorhomes, face restrictions during specified operational periods.

Privately owned automobiles bearing valid complimentary permits gain passage, whilst two-wheeled machines, light commercial vehicles, heavy goods vehicles, buses, and coaches receive automatic exemption.

Thames Street, Hythe Bridge Street, St Cross Road, and St Clements Street operate every day between 7am and 7pm.

Marston Ferry Road and Hollow Way function from Monday through Saturday during morning rush hours of 7am to 9am and afternoon windows from 3pm to 6pm only.

Individuals residing within Oxford boundaries may obtain one hundred complimentary daily passes.

Those dwelling within the wider Oxfordshire permit zone qualify for twenty-five such passes.

Additional entitlements apply to Blue Badge holders, unpaid caregivers, emergency service personnel, regular hospital visitors, school transportation providers, licensed taxi operators, car club members, driving instructors, judicial officers, commercial delivery vehicles, and funeral service transportation.

The permit system operates digitally, with automatic number plate recognition technology enforcing compliance.
