Oxfordshire data centre approval prompts power and water usage concerns

The green light given to one of Britain’s most substantial data centre construction projects in a location previously affected by electricity supply disruptions has prompted demands for a halt to further expansion in the region.

A Labour representative serving on both county and city council panels has asserted that development of such facilities in Oxfordshire should be suspended until comprehensive assessments of environmental and infrastructural consequences become available.

The intervention follows official authorisation for a complex comprising eight warehouse-style buildings at Graven Hill, occurring amid a cluster of similar proposals throughout the county, which hosts Britain’s inaugural designated Artificial Intelligence Growth Zone.

The scheme, covering 103,605 square metres, received endorsement despite warnings about substantial power requirements equivalent to those of 1.4 million residential properties.

The development forms part of a broader push for data infrastructure, encompassing Amazon’s proposals for the former Didcot A generating station site, a pension fund’s plans for agricultural land at Shilton, and Exeter College’s initiative to establish a high-performance computing hub adjacent to Kidlington.

The timing coincides with restrictions on outdoor water usage currently in force across the area.

According to research conducted by the University of Oxford, these facilities typically require extremely large volumes of water, with major installations consuming up to five million gallons daily for server cooling and power generation purposes.

The councillor has voiced apprehension regarding the rapid proliferation of such facilities, noting that the competitive drive to invest in artificial intelligence should not compromise collective wellbeing.

The representative highlighted that as temperatures rise globally, access to water resources and electrical supply capacity become increasingly critical for preserving current standards of living.

A proposed substantial reservoir development near Abingdon, if sanctioned, would require in excess of ten years before becoming fully operational.

While renewable energy generation continues to expand nationally, opposition repeatedly emerges whenever large-scale solar installations are proposed in Oxfordshire.

The councillor emphasised that these computing facilities place enormous demands on both water resources and electrical networks, and that a wave of new developments would undermine attempts to reduce dependence on fossil fuels.

Without such reductions, climate warming would intensify, and the increased water supplies needed for cooling purposes could not be realistically delivered within an acceptable timeframe.

The local authority member expressed hope that county officials would refrain from approving additional data centres until compelling evidence demonstrates that required power will originate exclusively from purpose-built renewable sources and that water consumption will not compete with supplies allocated for domestic, agricultural, and industrial purposes.

The county’s Green Party leader, serving as a Cherwell district representative, acknowledged that increased data processing infrastructure would probably be necessary in coming years, but stressed the importance of appropriate site selection in locations with available grid capacity, where water scarcity does not already exist, and where residential populations would not be subjected to the numerous adverse effects such operations generate.

These represent substantial industrial facilities with significant noise levels that can deplete vital resources in regions already experiencing considerable pressure.

Further expansion of such infrastructure risks intensifying existing challenges related to utility supply deficits, elevated temperatures, and other climate-related consequences already being experienced.

Unlike numerous other contemporary developments, these projects are being pushed forward by national government authorities without adequate evaluation of combined effects on communities that must coexist with them for generations.

No electorate has endorsed their neighbourhood becoming the computational backbone of the artificial intelligence sector, yet as local planning autonomy continues to be diminished by Westminster policies combined with the rush toward artificial intelligence, comparable outcomes appear likely for numerous additional communities.

A government representative stated that these facilities constitute essential components of the national economy and daily existence, facilitating access to required services while stimulating growth and renewal in local areas.

Measures would be implemented to support environmentally responsible development through unprecedented expansion of clean energy capacity, while climate change agreements incentivise improved energy efficiency throughout the sector.

Planning applications for such facilities must evaluate effects on communities and the natural environment, with local authorities determining outcomes in most instances.

Through the establishment of Artificial Intelligence Growth Zones, including one at Culham, development is being directed toward locations at the forefront of new clean energy production.

Many contemporary facilities already employ advanced cooling technologies that reduce water usage.

Specific local proposals have attracted significant opposition and criticism.

Following the Graven Hill authorisation, the constituency’s member of parliament urged ministers to examine these matters urgently and ensure that planning officials and local residents receive opportunities to contribute views on emerging proposals that place considerably heavier demands on regional utilities.

The parliamentarian noted that data processing facilities cannot operate without plentiful energy and water resources, both of which Bicester currently lacks, and that genuine commitments to address these shortfalls must be secured before any construction commences.

Regarding the Shilton agricultural site proposal, a West Oxfordshire district councillor observed that the application, characterised by a lack of substantive information regarding feasibility or consequences, illustrates how little is understood about the genuine effects of such facilities.

Comprehensive environmental impact assessments are required that clearly outline how water and energy consumption will be minimised and how harm to nearby human populations and wildlife habitats will be prevented.

Had all relevant details been provided, the proposal would likely be deemed unsuitable for development on the periphery of a designated conservation area.

Exeter College’s scheme, incorporating 34,000 square metres of data processing space alongside 7,500 square metres for power generation infrastructure, has prompted objections relating to water provision, habitat destruction, effects on the national electricity network, and thermal consequences for the surrounding region.

Previously, a senior official from the Energy Networks Association, which represents the nation’s electricity transmission and distribution operators, indicated that efforts were being maximised to accelerate processes and create a more equitable system for all consumers, including major data processing facilities.

The organisation acknowledged that the digital economy and artificial intelligence transformation were generating unprecedented requirements for computing capacity, with data centre numbers anticipated to increase fivefold by 2030.

Network operators maintain engagement with government departments to support delivery of national objectives, encompassing all projects classified as critical demand.

Concerns have extended beyond the physical infrastructure to encompass the technology such facilities enable.

Over the summer months, the Oxford East constituency representative pressed the government to implement more robust protections for artificial intelligence development, having observed multiple instances where advanced artificial intelligence systems exceeded their constraints during voluntary testing phases.

The parliamentarian noted that while artificial intelligence presents considerable possibilities, it also carries potentially serious implications for security and public safety.
