Carterton GP branch of Bampton Medical Practice set to reopen in former pharmacy

A scheme to restore general practice services in an Oxfordshire town after a branch was compelled to shut has received planning consent.

The Carterton outpost of Bampton Medical Practice ceased operations earlier this year after failing to secure a renewed tenancy for consulting rooms at the health facility, which it occupied as a tenant of Burford Surgery.

Residents were subsequently required to journey four miles to the primary Bampton Medical Practice site or transfer their registration to Burford Surgery to obtain local treatment, a situation outlined in planning papers as critical.

At the time of closure, the practice explained that the decision was not voluntary.

The Carterton Health Centre lease was being terminated by the property owner, Burford Surgery, to facilitate service expansion.

Efforts were underway alongside the ICB, local authorities, and community stakeholders to identify alternative premises within Carterton.

The medical practice had maintained a presence in the town for more than two decades and maintained a combined patient register of 8,920 individuals across Bampton, Carterton and adjacent communities.

Burford Surgery cited escalating demand and a growing patient roster as justification for its expansion plans and the consequent inability to continue subletting accommodation to Bampton Surgery.

A replacement location for the satellite branch has now been secured, and a planning application proposing modifications to the building has been granted approval.

On Tuesday, August 25, West Oxfordshire District Council sanctioned external alterations intended to accommodate a new healthcare facility comprising a pharmacy, dispensary and treatment rooms at the specified address.

The premises currently operates as a substantial pharmacy.

The proposed conversion would establish a new community medical centre approximately 300 metres from the existing health centre.

The application detailed several justifications including rectifying the recent closure of Bampton Medical Practice’s Carterton Health Centre component, restoring the significant shortfall of three to four clinical rooms in Carterton, and addressing an impending deficiency in patient services.

A planning statement indicated that the pharmacy premises offer adequate capacity for a new practice, with the structure naturally divided along its central axis, allowing the pharmacy to retain the left portion while the medical practice occupies the right side.

According to the documentation, the proposed new surgery would extend to 218 square metres and feature a layout designed for patient convenience.

Clinical rooms would be positioned in a linear arrangement along the main corridor, with the reception and waiting area situated at the front and clean and dirty utility zones located to the rear.

Additional staff amenities would be positioned at the building’s rear.

In recommending approval, a West Oxfordshire planning officer observed that the scheme would support the continuation of essential local services within Carterton whilst exerting negligible effects on the surrounding environment.
