Botley Road reopens after three years but Oxford station at capacity for East West Rail

Botley Road in Oxford has resumed operations following a closure lasting more than three years, though not all aspects of the associated rail improvement scheme have progressed as anticipated.

The route’s return to public use on the morning of 20 September was confirmed by Network Rail, restoring access for motorists, public transport users, cyclists, and those travelling on foot.

The thoroughfare had remained sealed off since April 2023 to facilitate substantial infrastructure works.

The closure formed part of an extensive initiative designed to enlarge Oxford station and modernise the adjacent area, encompassing the construction of a replacement bridge and an altered configuration for vehicular traffic.

According to Network Rail, the resumption of travel through Botley Road represents a significant achievement within the Oxford station development scheme, which seeks to enhance throughput at one of the nation’s most heavily used railway junctions.

Nevertheless, the organisation acknowledged that the railway infrastructure surrounding Oxford station continues to operate near maximum capability.

This constraint presently prevents the introduction of East West Rail connections, which had been slated to link Oxford with Milton Keynes.

The revised road arrangement, however, has connections to forthcoming East West Rail operations and an initiative to restore passenger services along the Cowley Branch Line.

The segment between Bicester and Bletchley, reconstructed under the East West Rail initiative, was transferred to Network Rail’s management in December 2024.

Chiltern Railways, designated as the operator in 2025, is collaborating with the Department for Transport to determine the methodology for implementing Oxford-Milton Keynes services.

The East West Railway Company has yet to announce a commencement date.

Councillor Bethia Thomas, who leads Vale of White Horse District Council, expressed appreciation for the road’s reopening while condemning the successive postponements that have occurred throughout the project.

She indicated that fundamental questions remained regarding the overall administration of the scheme and asserted that corrections must be implemented before subsequent construction phases at the station commence.
