A fresh proposal has been lodged with Oxford City Council regarding residential development adjacent to the Oxford Gurdwara, marking the third occasion on which a developer has pursued redevelopment of the premises.
The Gurdwara Sri Guru Nanak Dev Ji serves as the sole Sikh place of worship throughout Oxfordshire.
Proposals to modernise the site have been under consideration since 2020.
The proprietor, Akash Turner, holds ownership of the Gurdwara situated at 295-297 London Road together with the adjoining residential properties at 299-301 London Road.
The latest application has now been submitted to the local authority.
Although the scheme from 2020 received council approval, implementation never proceeded.
Local worshippers expressed concern that the work would interfere with religious activities, as the proposal entailed demolishing and reconstructing the Gurdwara, which presently occupies a purpose-converted office building constructed during the 1990s.
That earlier consent expired, and a subsequent application seeking permission to convert the houses into an eight-apartment complex without altering the Gurdwara building was subsequently rejected by the council.
The current submission outlines plans for three apartments, three houses, a commercial space, and restoration work limited to the front elevation of the Gurdwara structure.
The residential component comprises two one-bedroom flats, one two-bedroom flat, and three two-bedroom terraced houses positioned to face Northfield Road.
TSH Architects confirmed that representatives of the Sikh congregation were consulted during the design process.
Discussions centred on creating a scheme that would make a positive contribution to the local character while respecting the Gurdwara as the fundamental design principle.
The structures positioned at the junction of London Road and Northfield Road, forming part of the office complex connected to the Gurdwara, would be removed under the current proposal.
The terrace houses would each include modest rear gardens extending toward the Gurdwara’s access route and parking area, situated behind the properties when viewed from Northfield Road.
The application documentation indicates that the possibility of restoring the worship building’s facade exists.
However, the Gurdwara has engaged its own architectural practice and would submit a separate planning application should it choose to proceed with such work independently.
The planning submission notes that a thoughtfully designed new facade would present an opportunity to enhance the Gurdwara building’s contribution to the public realm, establishing a more appealing and unified streetscape whilst more effectively reflecting the institution’s civic significance.
The commercial element, positioned at ground floor level on the corner of London Road and Northfield Road, remains unspecified at this stage and has been included in the application as a basic shell unit.
Oxford City Council is currently examining the proposal, with the consultation period remaining open until October 7.
