Oxfordshire County Council’s parking enforcement operations have generated controversy after figures revealed that penalty notices were issued to 47 deceased individuals over a four-year period.

All of those notices were subsequently cancelled by the authority.

The data, obtained through a freedom of information request, shows that 30,396 parking fines were cancelled across the most recent four-year span.

This figure represents approximately 11 percent of the 257,267 total tickets issued during the same timeframe, with 30,204 of those cancellations having specific recorded reasons.

Enforcement officers also targeted 58 vehicles bearing police markings with £70 penalty charges.

Like the notices issued to deceased individuals, all of those fines were revoked.

Two additional cases involved motorists who had received tickets while in police custody.

Last year, six individuals suffered the indignity of parking penalties when their vehicles became trapped in floodwater.

Meanwhile, the council annulled 2,997 fines where the registered keeper resided overseas or the vehicle bore foreign registration plates.

The UK’s Driver and Vehicle Licensing Agency database does not contain records for international vehicle owners, making it impossible to pursue foreign drivers through standard enforcement channels.

The same limitation applies to attempts to fine foreign-registered vehicles for entering Oxford’s congestion charge zone.

Ten Royal Mail delivery vans were issued penalties during postal rounds, with all of those notices later overturned.

Additional categories of successful appeals included cases where students were loading belongings into accommodation, where road markings had deteriorated to the point of being illegible, where vehicles belonged to diplomatic personnel, and where cars had been abandoned on private land.

The council issued 70,711 parking fines during 2025/26, representing an increase from the 65,508 recorded the previous year.

Earlier totals stood at 64,082 in 2023/24 and 56,966 in 2022/23.

When drivers challenged penalties informally, the council annulled 3,751 cases in 2025/26.

The comparable figure for 2024/25 was 2,424, while 1,297 were cancelled in 2023/24 and 2,838 in 2022/23.

Formal representations resulted in 1,224 cancellations during 2025/26, more than double the 503 recorded in 2024/25.

This also exceeded the 531 documented in 2023/24 and the 161 from 2022/23.

Appeals to the Traffic Penalty Tribunal produced only 11 cancellations in 2025/26.

The tribunal received seven appeals the prior year, five in 2023/24 and 22 in 2022/23.

Civil enforcement officers are prohibited from receiving any financial reward based on the volume of penalties they issue.

David Henwood, shadow cabinet member for transport, observed that handling cases involving parking penalties issued to families who have recently lost a relative ranks among the most challenging aspects of his civic responsibilities.

He noted that individuals already navigating grief should not face the additional burden of contesting parking violations.

While certain cases carry an almost absurd quality, the formal nature of council penalties means they warrant serious scrutiny when applied to deceased persons, emergency vehicles or flood-stranded automobiles.

The system, he suggested, requires examination to ensure proper operation.

Henwood also highlighted circumstances affecting homeless individuals, pointing out that vehicles can serve as residences for those without stable accommodation.

With increasing emphasis on restricting and penalising car usage, he advocated for particularly careful consideration of enforcement approaches toward vulnerable road users.

Council systems, he argued, must maintain accuracy, exercise appropriate discretion in deserving circumstances, and spare those already experiencing hardship from unnecessary bureaucratic obstacles.

Every penalty affects a person, and sometimes a family, who may be dealing with more pressing concerns.

Guidance for Oxfordshire County Council specifies that discretion should be exercised by administrative staff when penalty challenges are received.

This approach protects enforcement officers from allegations of inconsistency, bias or corruption while promoting uniformity in traffic regulation implementation.
