Cowley councillor warns Unipart site plan could limit manual jobs

A major employer in Oxford could relocate from its Cowley facility, sparking fears that manufacturing and warehouse positions might be replaced by research-oriented roles.

Car components manufacturer Unipart, which maintains a workforce exceeding 1,000 individuals, recently announced its Garsington Road complex no longer meets operational requirements, prompting a reassessment of both its headquarters and distribution centre.

Documentation indicating the site’s owners are investigating possibilities for alternative utilisation, potentially including research purposes, has prompted apprehension regarding traditional employment opportunities in the district.

Local representative Saj Malik, serving on both county and city council, expressed worries about implications for his Cowley constituents.

He questioned whether such a transformation would diminish pathways into employment through conventional headquarters and warehouse positions in favour of prioritised research roles.

Malik described what he perceives as a pattern of sidelining manual and service-sector employees in Oxford, contrasting this with the city’s heritage as a hub for manufacturing and logistics operations.

The councillor indicated he would reserve judgement on any redevelopment proposals until receiving additional details regarding future plans and the degree to which core headquarters and warehouse functions might be curtailed to accommodate research or laboratory facilities.

Unipart traces its origins to the components division of British Leyland and has maintained its Garsington Road base for more than 50 years.

The company occupies the premises under lease from property owner Logicor.

In March, Logicor submitted feedback to Oxford City Council’s local planning framework, addressing the current Unipart facility.

The landowner indicated support for the strategy’s adaptable approach to the city’s significant employment locations, specifically mentioning the Unipart property as suitable for manufacturing, storage and commercial purposes alongside research and industrial activities within permitted development categories.

The company stated it was additionally evaluating measures to enhance the site’s current utilisation.

During July, an official from Unipart indicated the organisation was assessing alternatives for its corporate offices prior to the lease conclusion in August 2027, noting the complex no longer adequately served its workplace requirements.

While the distribution facility’s lease extends until 2032, a termination provision exists for August 2027, and an examination of potential options for this asset has commenced.

The representative stated ongoing engagement with relevant staff groups and consultation bodies, with commitments to provide comprehensive updates on progress.

No development proposals have been submitted for approval as yet.

A spokesperson for Logicor indicated the firm evaluates site usage and design considerations from multiple angles, encompassing customer requirements, environmental factors and local planning and community considerations.

The Cowley location received equivalent scrutiny, with initial investigations into optimisation possibilities at a preliminary stage.
