Revised Oxford underground cable plans go back to public consultation

A proposal to install cables underground through Oxford has returned to public consultation after more than two years since its initial introduction.

The scheme would stretch from Botley Bridge to the western side of West Oxford Primary School, travelling along Ferry Hinksey Road which branches off Botley Road.

The original application was lodged with Oxford City Council in late 2023, but officials have yet to reach a verdict.

On Tuesday 17 March, updated environmental assessment documentation was filed with the council as part of the planning submission.

Consequently, Oxford residents are being invited to submit feedback on the proposal.

The subterranean cable system connects to the Red House Farm solar development in the Vale district close to Farmoor.

Vale of White Horse District Council has rejected this solar scheme on two occasions and the matter is now subject to appeal.

Enzygo, acting for applicant Red House Solar Limited, confirmed the fresh environmental statement has been filed and that reconsultation is taking place with council agreement.

The updated document covers the relevant planning policy framework, the basis for development, and the short-term and localised effects resulting from the proposed excavation work.

Planning specialist Jay Saggerson stated that the council’s rejection of the solar farm did not stem from concerns about the cable corridor or grid connection apparatus.

He explained that the cable route produces no notable environmental consequences and there are no substantial combined effects alongside neighbouring developments.

Where limited construction effects may materialise, these can be mitigated through proper sequencing and secured via a construction environmental management plan alongside related management strategies.

The underground cable site sits within Oxford’s green belt.

Red House Solar Farm maintains the initiative will support Oxfordshire’s energy security by delivering locally generated renewable power.

Cumnor Parish Council opposed the abandoned scheme, citing inappropriate development within the green belt lacking exceptional circumstances and warning it would damage vistas towards and away from Oxford.

The council flagged worries about effects on protected views, historic assets, wildlife and habitats, flood vulnerability and water management.

The council observed that excavating the road to install the cable would necessarily cause another period of at least partial road closure, further hindering residents’ journeys into Oxford.

Red House Solar Farm is a 49.9 megawatt installation spanning 130 to 160 acres near Farmoor and Cumnor, intended to supply electricity to between 9,000 and 15,000 homes each year.
