Oxford housing waiting list surges 20% to 3,948 households

The housing situation in Oxford has emerged as a critical concern following a significant rise in the queue for social accommodation.

Recent figures show the housing register has grown by 20 percent across two years, rising from 3,299 households in February 2024 to 3,948 at present.

Linda Smith, who serves as the cabinet member responsible for housing, has acknowledged that the city faces a housing crisis and stated the Labour-controlled council is committed to addressing the problem.

In contrast, city councillor David Henwood from the Independent Oxford Alliance argued that the Labour administration has produced a housing crisis through a combination of pressures.

Information obtained through a Freedom of Information request revealed that Oxford’s housing waiting list stood at 3,299 households in February 2024, increased to 3,582 in February 2025 and currently stands at 3,948.

Simultaneously, the number of social homes being allocated has dropped by 46 percent, falling from 665 in 2022 to 360 in 2025.

Smith stated that Oxford is facing a housing crisis, and initiatives recently approved at Redbridge Paddock and Sandy Lane, along with schemes already completed or in progress such as Barton Park, Oxford North, Railway Lane and Fishers Vale, demonstrate the council’s resolve to construct the genuinely affordable homes needed to address the situation.

The authority is additionally collaborating with housing associations, including Peabody in Littlemore and Blackbird Leys, to deliver affordable homes for local families on their housing register.

Smith indicated that an increase in allocations is anticipated in the coming months as development sites are completed.

Henwood, however, placed responsibility for the current crisis squarely on the council.

Henwood stated that the present Labour administration has generated the ideal conditions for Oxford’s housing crisis.

In just a few years the housing waiting list has grown by more than 650 households, reaching 3,941 people as of last month.

When emergency accommodation placements are factored in, demand now surpasses 4,000 households.

When need exceeds availability, costs will climb, and this applies to social rents as well.

At the same time the volume of new homes being delivered has fallen considerably below what the city requires.

Henwood also forecast that plans for new research and development locations will further intensify housing requirements in the years ahead and expressed concern that Oxford’s protected green belt land could face development.

Henwood stated that the council’s draft Local Plan puts forward several new research and development locations while designating no additional employment land, which will inevitably drive up housing need even more.

There is a genuine possibility that the housing strain generated by these choices will now be used as grounds to construct on Oxford’s green belt.

The risk is that the same policies that caused the problem will now be invoked to justify solutions that cause even greater harm.
